Pastel Xpress was created for the smaller companies, and therefore does not have all the same functions as Pastel Partner.
With Xpress you cannot add on the following modules:

2.Manufacturing
3.Multi Warehousing
4.Serial Number Tracking
5.Receipting
6.Time & Billing
7.Report Writer
However you can add the Point of Sale and BIC module to both the Xpress and Partner.
Both Xpress and Partner can have unlimited companies. (except Xpress Startup which is limited to one company)
